          OBJECTIVES                                                                                        

  • Retention of literacy  skills  and  provision  of  opportunities  to the neo-literates  to take their learning beyond basic  literacy.
  • Creating scope for application of functional literacy for improvement of  living  conditions and quality of life.
  • Dissemination  of  information  development  programmes  and  widening  and Improving participation of traditionally deprived sections of the society.
  • Creation of awareness about national concerns such as national integration, conservation and improvement of the environment, women’s equality, observance of small family normsand sharing of common problems of the community.
  • Improvement of economic conditions  and general  well being as  well  as  improvement of productivity by organising short term courses for providing vocational skills and by takingup linkage  activities  for  establishing direct  linkage  between  Continuing  Education  and development activities.
  • Provision of facilities for library and reading rooms for creating an environment conducive for literacy efforts and a learning society.

          CEC - DEFINITION                                                                

  • A broad concept which includes all of the learning opportunities all people want or need outside of basic literacy, education and primary education.
  • To fulfil the objectives of the programme, the structure of Continuing Education Centre (CECs) and Nodal Continuing Education Centres (NCECs) has been envisaged in the scheme
  • Since Continuing Education is by definition, provision of opportunities for life long learning, setting up of local community based CECs has become indispensable
  • Ordinarily, one CEC is to be set up for a population of about 2000 to 2500 in a village.  Relaxation is permitted in sparsely populated areas.
  • One NCEC will be established as the basis of a cluster of 10 - 15 CECs.
  • The CEC / Nodal CEC will be under the chanrge of a facilitator called Prerak, a member of the locality
  • The objective of CECs is to get them to serve as windows or focal service points where diverse kinds of CE programmes can be taken up for all sections of people.

          ASSISTANT PRERAKS - RESPONSIBILITY                                   
  • Running the Literacy Centre

  • Conducting survey to identify eligible neo-literates / non-literates in the area

  • Grouping identified learners according to their literacy skills

  • Conducting the literacy class as per time schedule.

  • Monitoring attendance of learners

  • Assessing progress of learners achievements

  • Guiding / coaching learners for external evaluation

  • Maintaining relevant records / registers for the centre such as attendance register / survey records etc.,

  • Preparing a time schedule for running the centre

  • Grouping identified learners according to their literacy skills

          MONITORING                                                                                         

Monitoring of CE programmes in a scientific way is part of the implementation of programme. Suitable monitoring mechanisms evolved at all levels.  The overall responsibility of monitoring the programme would lie with the ZSS at district level. This will be coordinated at state level.
